§ 152.45 GENERAL STANDARDS.
   (A)   The following requirements, in addition to the other requirements of this chapter, and other ordinances applicable hereto, in general, are the minimum requirements to be provided for by the subdivider at subdivider’s sole cost and expense before consideration will be given to any final plat of any subdivision or re-subdivision within the city limits or within the extra-territorial jurisdiction of the city.
   (B)   The subdivider is obligated to extend all utilities, water, sewer and natural has throughout the subdivision and connect the utilities to the existing city utility lines. If the existing city utility lines are more than 100 feet from the nearest boundary of the proposed subdivision, the city will pay the cost of extending the utility which is more than 100 feet from the nearest boundary of the proposed subdivision 100 feet.
   (C)   The cost to the city will be determined in one of the following two methods at the city’s sole option:
      (1)   By using the average cost to the subdivides in extending the utility lines to the subdivision and within the subdivision, as determined on a per foot basis; and (This per foot cost will then be multiplied by 100 to determine the total cost to the city.)
      (2)   By paying for the first 100 feet by the existing city utility lines. The city shall never be obligated to extend the utility lines beyond the distance of 100 feet.
   (D)   If the proposed subdivision is situated adjacent to the city and also contiguous to the boundary of the city, the subdivider shall present a petition in proper legal form requesting the annexation of the proposed subdivision before any of the utility service shall be extended to the subdivision and before the final plat shall be approved.
   (E)   The following provisions of this subchapter are general requirements.
