§ 152.32 CERTIFICATE OF COMPLETION.
   The final plat so submitted shall be accompanied by a certificate of completion, as that term is defined herein. In the event that the City Council determines that the best interest of the city will be served by the city taking bids on the construction of the streets, drainage, water lines and service, gas lines and service, sewer lines and service and letting the bid to the lowest responsible bidder in the manner required by Tex. Local Gov’t Code, Chapter 252, as the same exists or may be amended or codified, then in that event, after bids have been properly sought, and the cost of the project has been determined together with engineering fees, and all cost incident thereto, the city may require the subdivides to post the amount in cash and award the contract to the lowest responsible bidder, and proceed with the consideration of the final plat without the certificate of completion.
