Three prints, one reproducible, of the final or record plat shall be submitted to the City Council after all changes and alterations have been made. No final plat shall be considered unless a preliminary plat has been submitted. No approval will be given to the final plat until the City Engineer prepares the construction plans for water system, natural gas system, streets and drainage and are approved by the City Council. The final plat shall be filed with the City Engineer at least ten days prior to the meeting at which approval is requested.
