§ 152.18 DEPOSIT; PLANS AND SPECIFICATIONS.
   (A)   After the City Council has approved the preliminary plat and the developer or subdivides has deposited an amount of money in cash with the city, which, in the judgment of the City Council, is sufficient to cover the cost to the city of the engineering fees of the City Engineer for the preparation of plans and specifications for construction of streets, water mains, sanitary sewer, gas mains and all drainage within and without the subdivision, the City Council shall order the preparation of the plans and specifications.
   (B)   The plans and specifications shall conform to the provisions of this chapter and the city specifications for streets and utilities. No construction or other work shall be commenced nor shall any contract he or she awarded until the plans and specifications have been approved by the City Council and the City Engineer has affixed his or her certificate thereto certifying that the plans and specifications conform to this chapter and city specifications. Three prints and one reproducible print of the approved construction plan shall be furnished to the city.
