All other ordinances of the city and all other laws shall apply according to their terms to the subject matter of this subchapter, except as this subchapter expressly and specifically contradicts the ordinances or laws. The fact that this subchapter specifically invokes some other laws and ordinances shall not mean that still other laws and ordinances not specifically invoked do not apply.
