(A) The City Council hereby establishes and offers a standing reward of $250 for the arrest and conviction of any person or persons found guilty of committing the crime of arson within the incorporated city limits. The foregoing reward shall be paid from the General Fund of the city.
(B) The Director of Public Utilities is hereby directed to cause place cards eight inches by 12 inches showing the above reward is offered, to be placed in wooden frames under glass in at least six different public buildings, forthwith.
(C) A certified copy of this section, together with one of the place cards described in division (B) above, together with a list of the buildings in which the place cards were posted shall forthwith be furnished to the State Board of Insurance by the City Secretary.
