§ 130.02 DAMAGE TO PROPERTY.
   (A)   It shall be unlawful for any person, firm or corporation to:
      (1)   Destroy, damage or harm in any manner or to aid in the destruction, damage or harm of any city property, either real or personal, including by way of illustration and not limitation, locks of any type owned by or controlled by the city, fences owned or controlled by the city or any city-owned or controlled signs;
      (2)   Enter into or upon the city, sanitary land fill site at any time that the sanitary land fill site is closed to public use, or for any person, firm or corporation to enter upon the sanitary land fill site who is not a bona fide resident of the city;
      (3)   Cause the deposit of garbage or other refuse or waste property in, upon or around the city, sanitary land fill site which is accumulated from any area outside the corporate city limits;
      (4)   Dump any garbage, brush, metal or other refuse at any place upon or around the city sanitary land fill site other than in the manner and place or places designated by the person in actual control of the sanitary land fill site;
      (5)   Use the sanitary land fill site of the city in any manner or the property located thereupon in any manner unless the person is a bona fide resident citizen of the city and/or has been authorized by the city officials to do so;
      (6)   Harm, damage, injure or tamper with any equipment, building or other property situated upon the sanitary land fill site; and
      (7)   Dump or abandon any garbage, trash, debris, brush or other material upon the public roadway, right-of-way at or near the city sanitary land fill site.
   (B)   The fact that city property and private property is being damaged and/or destroyed, that garbage and refuse is being dumped and abandoned near the city sanitary land fill site causing a hazard to the public health, creates an emergency and an urgent public necessity that any law or ordinance requiring more than reading of an ordinance, or the passage thereof at more than one meeting of the City Council be suspended, and that the law, rule or ordinances is hereby suspended and this chapter shall be effective from and after its passage as an emergency measure.
