The City Council hereby declares and determines that the calamities of fire are dangerous to the safety and welfare of citizens of the city and, in order to guard against the calamities of fires, it shall be unlawful to build, construct or erect any building or other structure or to move any building or other structure into the area described in Exhibit “A,” attached to Ord. 88 of the city, and made a part hereof by reference as if fully copied herein, that does not conform to the fire proof requirements of this subchapter. The area of the city, described in Exhibit “A” mentioned above, is hereby deemed to be the fire zone of the city.
