(A) (1) It shall be unlawful for any person, firm or corporation to obstruct, divert, block or interfere with the natural drainage within the city limits or to allow any obstruction, diversion, blockage or interference to remain on the premises, in a manner as to impair the natural drainage within the city.
(2) This section, however, shall not apply to any operation of the city in improving the drainage within the city.
(B) Any obstruction, blockage, diversion or interference with the natural drainage within the city is hereby declared to be a public nuisance.
