§ 74.03 AVOIDANCE OF PROVISIONS.
   Any railroad operating within the city may avoid the provisions of this chapter by stopping all trains going through the unsignaled street crossing within 75 feet of the nearest intersection of the railroad with the nearest right-of-way line of the intersecting street, posting flagpersons equipped with signal devises on either side of the railroad tracks to signal the approach of the train, and by then proceeding across the intersection at a speed of not more than ten miles per hour; by retraining from parking or standing of railroad engines, railroad cars, railroad tank cars, railroad motor cars or other railroad equipment within the prohibited area; or by providing a signal at the crossing which is approved by the City Council.
