The operator or driver of any vehicle shall not park the vehicle between the hours of 6 a.m. and 6 p.m. of any day within the district or streets designated by the City Council by resolution, except in accordance with the time limit specified on the official signs and signals and other provisions of this chapter. Sundays and legal holidays are excepted. Signs shall be placed or erected and maintained in each block designating the provisions of this section upon the passage of the resolution.
