(A) The Chief of Police shall have authority by and with the consent of the City Council to determine the location of passenger zones and loading zones and shall erect and maintain or cause to be maintained appropriate signs indicating the same.
(B) It shall be unlawful for the operator of a vehicle to stop, stand or park the vehicle for a period of time longer than necessary for the expeditions loading or unloading of passengers in any space marked as a passenger zone.
(C) It shall be unlawful for the operator of a vehicle to stop, stand or park the vehicle for a period of time longer than is necessary for the expeditious loading or unloading of passenger or for the unloading and delivery or pick up and loading or unloading or passengers or for the unloading and delivery or pick up and loading materials, in any place marked as a loading zone. In no case shall the stop for loading and for unloading of materials exceed 30 minutes.
