§ 70.21 OVERTAKING AND PASSING; CROSSWALKS.
   Whenever any vehicle has stopped at a marked crosswalk or at any intersection to permit a pedestrian to cross the roadway, it shall be unlawful for the operator or driver of any vehicle approaching from the rear to overtake and pass the stopped vehicle, but the operator or driver of the stopped vehicle shall not impede the progress of vehicles in the rear any longer than is reasonably necessary under the circumstances, and safety is to be considered.
