(A) The City Council finds that environmental regulations and increased efficiency make it necessary for the city to require a separation of various kinds of trash in the heavy trash pickup program.
(B) Citizens of the city who desire to participate in the heavy trash pickup program of the city shall separate their heavy trash so that brush, which includes trees, tree trimmings, limbs, sticks and other related materials, shall be placed near the curb into a separate stack from the heavy trash which is not brush.
