Every person, firm or corporation desiring to do plumbing work in the Borough shall appear at the office of the Borough Secretary, and upon presenting satisfactory proof of being a bona fide plumber, shall pay to the Borough a fee to be set by resolution of the Borough Council and which may be amended from time to time. The Borough Secretary shall issue to the applicant a license which shall entitle said person, firm or corporation to engage in the business of plumbing in the Borough until the end of the calendar year in which the license is issued.
