Whoever, being an owner or agent of the owner of any land subject to the provisions of this chapter, sells, transfers or agrees to sell or transfer, or commences the making of any improvements upon, any subdivided land or part thereof by reference to or by exhibition or any other use of a plan of subdivision or development containing two or more lots or parcels of land, before the same has been approved by the Planning Commission, shall be fined not less than fifty dollars ($50.00) nor more than one hundred dollars ($100.00) for each offense or imprisoned not more than thirty days. The Borough may also assert such other remedies in equity or otherwise as may be available to it.
