1064.09 OWNERSHIP OF RECYCLABLE MATERIALS.

All recyclable solid waste placed by any person for collection by the Borough pursuant to this chapter and any regulations hereunder, shall become the property of the Borough at the time of placement at curbside, except as otherwise provided by this chapter, and shall remain the property of the Borough until accepted by an approved recycling facility.
