No person shall accumulate or store refuse or other waste material in such a manner or for such length of time as to be objectionable, unsanitary, dangerous, unsightly, a fire hazard or an attraction to rodents or other pests. The public collection system provided by this chapter and other relevant ordinances of the Borough are designed to make any such unreasonable accumulation unnecessary as to those residents entitled to the service. Those commercial establishments described in the specifications and regulations which are not entitled to Municipal collection shall dispose of their own refuse in a proper and sanitary manner so that liquids or solid matter do not escape and so that offensive odors are not given off.
