Annual sewer rentals and charges shall be a lien on the property charged with the payment thereof until paid. Delinquent rentals may be collected by the Borough Solicitor by action in assumpsit, in the name of the Borough against the owner of the property charged, by distress of personal property on the premises or by the filing of a lien or Municipal claim therefor, as in the case of tax liens. In such case a penalty of 10%, in addition to interest and all other penalties, shall be included therein.
