As used in this chapter, except where the context clearly indicates a different meaning:
(a) "Assessor" means the subordinate assessor appointed by the Board of Assessment of Delaware County, Pennsylvania, whose district includes the Borough.
(b) "Tax Collector" means the duly qualified and serving Tax Collector of the Borough.

(c) "Adult resident" means each person who, on January 1, 1973, or on January 1 of each succeeding year thereafter, was eighteen years of age or over and who was, on such date, a resident of the Borough.

(d) "Council" means the Council of the Borough.
