Anyone aggrieved by the refusal of such a permit, the limitations thereof or by the acts of the law enforcement agents of the Borough under this chapter, may appeal to Council within thirty days of such refusal, limitation or act. Written notice of such appeal shall, within such period, be filed with the Borough Secretary. Council shall hear such appeal and render its decision within thirty days of the taking of such appeal.
