No person shall operate any instrument or device of the kind mentioned in Section 864.01 upon any street or other public way or public place in the Borough without first obtaining a permit therefor from the Mayor. Such a permit shall be granted only to the permittee, is nontransferable, is limited to the particular sound device or amplifier described therein and is also limited as to the time and place of use and as otherwise reasonably prescribed therein.
