Nothing contained in this chapter shall prohibit lawful assemblages, the expression in a lawful manner of religious or other opinions and beliefs or lawful picketing as defined in Acts of Assembly in such cases made and provided. However, for the purpose of giving due notice to the public authorities to provide for necessary traffic control and police protection in such cases, application shall be made to the Mayor setting forth the information as required by Section 656.02.
