(a) The Borough may enforce this chapter by summary action or by proceedings at law or in equity or by a combination of such remedies.
(b) For recoupment of any expense of abating a violation of any of the provisions of this chapter the Borough shall have the right to file a Municipal claim for the amount of such expense, plus a penalty of ten percent thereof.
