648.05 EMERGENCIES.
   Open fires may be set by a public officer for the prevention of a fire hazard which cannot be abated by other means or for the protection of the public. The Borough may grant a variance from the terms of this chapter upon proof that the relief sought is temporary in nature and necessary to prevent irreparable damage; that no other feasible means of disposal is available; and that no unnecessary air pollution or fire hazard will result.
