(a) The burning of trash, whether inside or outside of buildings, produces conditions amounting to a public nuisance, pollutes the air and endangers the public health, comfort and safety.
(b) There is no necessity for the burning of trash, Municipal collection thereof having been instituted, as provided in Chapter 1060 of Part Ten - the Streets, Utilities and Public Services Code.
(c) It is the policy of the Borough to cooperate fully with State and County authorities in enforcing the health and sanitation laws of the Commonwealth. This chapter is an initial step toward bringing about local compliance with the Pennsylvania Air Pollution Control Act of 1960, its amendments and supplements.
