In lieu of all or part of the penalties prescribed in Section. 624.99, the judge, Justice of the Peace or other officer hearing the case may, at his sole discretion, afford the offender the opportunity to make amends by performing reasonable and useful service to the Borough, under supervision of an officer thereof, at such time or times as the magistrate may prescribe. If such offender is unwilling to perform such services or, having accepted such opportunity, fails to perform such services without just cause, he shall be subject to the penalties prescribed in Section 624.99 or such portion thereof as is imposed.
