460.01 APPLICATION OF TRAFFIC CODE.
   (a)   Every person riding a bicycle on a street or highway shall be granted all of the rights and shall be subject to all of the duties applicable to the driver of a vehicle according to the laws of the Commonwealth and the provisions of this Traffic Code, except as to special regulations in this chapter and except as to those provisions of such laws and ordinances which by their nature can have no application.
   (b)   No person operating a bicycle shall fail to obey the instructions of any traffic control signal, sign or other traffic control device, unless otherwise directed by a police officer.
   (c)   No person walking a bicycle shall fail to obey the traffic regulations applicable to pedestrians.
   (d)   The provisions of this chapter shall apply whenever a bicycle is operated on any street or highway or on any path set aside for the use of bicycles, subject to the exceptions stated in this chapter.
