Except where parking meters are installed, no person shall cause or permit any vehicle to remain stationary or parked for a longer period than is necessary for the loading or unloading of passengers or contents, upon the streets or portions thereof designated in Section 440.02. Subject to those provisions of the Vehicle Code of Pennsylvania, no person shall park:
(a) In a manner to obstruct private driveways;
(b) Within 15 feet of a fire hydrant;
(c) Within 25 feet of the intersection of curb lines or, if none, then within 15 feet of the intersection of property lines at an intersection of highways;
(d) On a sidewalk, except to cross a driveway;
(e) On a crosswalk indicated by lines marking the same;
(f) On the roadway side of any vehicle stopped or parked at the curb or edge of a street; or
The Police Department, under the direction of the Mayor and with the consent of the Public Safety Committee, is hereby authorized to designate certain sections or portions of streets in the Borough where diagonal or angle parking shall be required and to cause suitable lines to be maintained on the pavement to indicate the same. In any such location, no person shall park a vehicle other than in conformity with and between such lines.
