422.03 ONE-WAY STREETS GENERALLY.
   (a)   (1)   Pursuant to Section 1103 of the Vehicle Code of Pennsylvania, the Police Department, under the direction of the Mayor and with the consent of the Public Safety Committee of Council, is hereby authorized to erect and maintain at the several intersections or entrances specified in this section lawful signs to direct the flow of vehicular traffic in one direction only within the Borough.
      (2)   On streets marked "One-Way," no vehicular traffic shall proceed in the contrary direction.

   (b)   Such signs shall be erected at:
      (1)   The east side of the underpass south of the railroad at surface level, directing traffic in the northward direction;
      (2)   The northeast side of the underpass south of the railroad at surface level, directing traffic from Park Avenue to proceed one-way west;
      (3)   The west side of the underpass south of the railroad at surface level opposite the entrance to the Swarthmore College campus, directing the traffic southward; and
      (4)   The west side of the underpass south of the railroad at surface level, prohibiting entrance from Chester Road and indicating one-way traffic southbound.
   (c)   Traffic shall be one-way only, at all times, on the following sections of streets:
      (1)   Princeton Avenue, from College Avenue to Benjamin West Avenue between the hours of 8:00 a.m. and 4:00 p.m. on weekdays from September through June;
      (2)   All of Widener Way;
      (3)   Harvard Avenue, from Chester Road (the southernmost intersection of such streets, just north of Fairview Avenue) to Mount Holyoke Place; and
      (4)   Rutgers Avenue between Strath Haven Avenue and Yale Avenue.
