In times of emergency resulting from fire, flood, storm or other causes, when the public health, safety or welfare may be jeopardized, the Mayor may proclaim and establish temporary special traffic and parking regulations, giving such notice thereof as may be feasible or possible under the circumstances. Such regulations shall take effect immediately and remain in effect until the next regular or special meeting of Council. Council may then adopt, modify or abrogate the same.
