The Borough Council shall appoint the members of the LTAC, who shall consist of the following:
(a) The Borough Manager;
(b) The Borough Engineer or another engineer who has been retained by the Borough for the specific purpose of working on traffic calming or on major Borough road projects;
(c) The Fire Chief or another representative of the Swarthmore Fire and Protective Association who is designated by the Fire Chief;
(d) The Police Chief or another representative of the Police Department who is designated by the Police Chief;
(e) The Director of Public Works; and
(f) Two residents of the Borough who have demonstrated interest in traffic calming but have no stake or interest in any particular traffic calming measure being implemented in any particular area of the Borough.
