(A) All members of the Parks and Recreation Department shall serve for terms of five years, except that the members first appointed shall be appointed for such terms that the term of two members shall expire annually thereafter, with the exception that one member’s term shall expire on every fifth year. All members of the Parks and Recreation Department shall be residents of the village or the Swanton Local School District.
(B) The members of the Parks and Recreation Department shall serve without pay.
(C) Vacancies in the Parks and Recreation Department occurring otherwise than by the expiration of a term shall be for the unexpired term and shall be filled in the same manner as the original appointments.
