There is established a joint parks and recreation department with the village and the Village School District as the Joint Parks and Recreation Board members, pursuant to R.C. § 755.14(B), and R.C. § 755.16, hereinafter referred to as the Village Parks and Recreation Department, with the power to equip, operate and maintain all parks, playgrounds, play fields, gymnasiums, public bath, swimming pools and recreation centers and facilities and shall possess all the powers and be subject to all the responsibilities as set forth in R.C. § 755.12 through 755.181.
