Such order herein before mentioned shall be directed to the owner, lessee or occupant of such premises, building or structure, or to the person in control of the articles, materials, goods, wares or merchandise herein referred to, or to the owner thereof, as the circumstances may require. It is hereby made the duty of such person to whom an order is directed to comply with such order with all reasonable dispatch and diligence. In the event such person shall fail or refuse to comply with any order made pursuant to §§ 91.21 and 91.22, or in case of emergency, the matter therein referred to may be removed or rearranged by the Fire Department.
