§ 73.05 VEHICLE PARKING WHEN SNOW EXCEEDS THREE INCHES; AND REMOVAL OF VEHICLES.
   (A)   In order to facilitate the cleaning of streets and alleys and to expedite the free flow of vehicular traffic, no owner or operator of any vehicle shall park or permit such vehicle to be parked on any street or alley at any time when the accumulation of snow upon the roadway exceeds three inches during any period of 24 hours or less. The accumulation of such snow shall constitute an emergency requiring notification to local radio, television and electronic media that emergency parking restrictions are in effect.
   (B)   Any vehicle parked in violation hereof may be immediately removed by order of the Police Chief or Village Administrator to a place designated by him or her. Prior to the removal of any vehicle, every effort will be made by the village to contact the owner or operator of the vehicle and request that the vehicle be removed in compliance with emergency parking restrictions. If removed, such vehicle shall be returned to its owner or operator upon presentation of proof of ownership or right of possession satisfactory to the Police Chief, Village Administrator or their designee, payment of a towing or storage charge incurred and payment of any fine imposed as a result of such violation.
