Bicycles parked outside the Downtown Business District in an alley, on a sidewalk or in other public places must be in such a position as not to interfere with the safety or movements of the vehicular or pedestrian traffic. In the Downtown Business District, bicycles shall be parked only in designated “Bicycle Parking” areas.
