Storm water service charges levied pursuant to this chapter shall be collected by the village. The Village Administrator shall make and enforce such rules and regulations as deemed necessary for the safe, economical, and efficient management and protection of the village’s storm water system; for the construction and use of storm sewers and connections to the storm water system; and for the regulation, collection, rebating and refunding of such storm water charges. Such rules, regulations or any addition to or amendment thereof shall become effective upon approval of Village Council. Under the direction of the Village Administrator, the Fiscal Officer of the village shall report to the Village Council, on a monthly basis, as to the financial status of the Storm Water Fund. This report shall include all receipts and expenditures.
