§ 30.04 FISCAL OFFICER.
   (A)   The qualifications for the position of Fiscal Officer shall be determined by Village Council.
   (B)   The Fiscal Officer appointed shall exercise the powers and perform the duties and functions now or hereafter given to Fiscal Officers, Clerks and Treasurers under the general laws of the state. The Fiscal Officer shall have other powers, duties and functions as set forth in ordinances or resolutions of the Council. The Fiscal Officer shall:
      (1)   Keep the financial records of the village, establish the accounting system, payroll, data processing, claims and disbursements, receipts and bill payments, investments of municipal funds, debt management, issuance of insurance programs, and financial records;
      (2)   Supervise personnel assigned to the Fiscal Officer;
      (3)   Prepare reports used by the offices, departments, divisions, bureaus, boards and commissions of the village;
      (4)   Assist the Mayor and Village Administrator in the preparation and submission of appropriation measures, estimates, budgets, capital programs and other financial matters;
      (5)   Provide full and complete information concerning the financial affairs and status of the village as requested by the Mayor, Council and Village Administrator; and
      (6)   Provide full and complete information and assistance concerning the finances or accounting systems or records of any office, department, division, bureau, board or commission of the village as requested by the Mayor, Council and Village Administrator.
   (C)   The Fiscal Officer need not be an elector of the village or reside in the village.
   (D)   The Fiscal Officer shall be appointed and removed in accordance with procedures set forth in the state statutes.
