§ 32.26 FOREIGN FIRE INSURANCE BOARD.
   (A)   Creation. There is hereby created a Foreign Fire Insurance Board within the Village Fire Department.

   (B)   Membership. The Foreign Fire Insurance Board shall consist of seven Trustees: the Fire Chief, who shall hold office by virtue of rank, and six members, who shall be elected at large by the sworn members of the Fire Department. All members of the Fire Department shall be eligible to be elected as officers of the Board. If there is an insufficient number of candidates to fill all these positions, the number of Board members may be reduced, but not to fewer than three Trustees.

   (C)   Officers and terms of office. There shall be two officers of the Board, a Chairperson and a Treasurer. The terms of office of the Chairperson, Treasurer and at-large Trustees shall be one year. Elections of officers and at-large Trustees shall be conducted annually.

   (D)   Duties of the Board. The duties of the Board shall be as follows:
      (1)   To manage the money from the foreign fire insurance tax allocated to the Foreign Fire Tax Board; and
      (2)   To make rules and regulations for the conduct of the Board’s business.

   (E)   Duties of the officers. The duties of the Chairperson and the Treasurer are as follows:
      (1)   To develop a list of items that the Board feels are appropriate expenditures as permitted by 65 ILCS 5/11-10-1 to 11-10-03; and
      (2)   To accomplish those duties as may be assigned by the Board as authorized by statute.

   (F)   Treasurer; duties, bond. The duties of the Treasurer shall be as follows:
      (1)   To receive the money appropriated and pay out the money upon the order of the Board for the maintenance, use and benefit of the Department; and
      (2)   To give sufficient bond to the village, for approval by the Mayor, conditioned upon the faithful performance of his or her duties under the ordinance and the rules and regulations of the Foreign Fire Insurance Board.

   (G)   Audit required. As part of the municipal audit, the funds allocated to the Foreign Insurance Board shall be audited to verify that the funds have been expended only for the maintenance, use and benefit of the Fire Department.
