(A) Appointment of Budget Officer. The Mayor, with the approval of the Board of Trustees, shall appoint a Budget Officer who shall have the powers, duties and responsibilities enumerated in Illinois Revised Statutes, as they are now or may hereafter be amended. The Budget Officer shall give a bond in such sum as may be required by statute.
