No permit for the operation of a tattoo or body-piercing establishment issued pursuant to the provisions of this chapter and sections shall be transferable. However, upon the death or incapacity of the permittee, the tattoo or body-piercing establishment may continue in business for a reasonable period of time to allow for an orderly transfer of the permit upon receiving written consent of the Village President.
