The provisions of this section apply to mobile food vehicles engaged in the business of cooking, preparing and distributing food or beverage, with or without charge, upon or in public and private
spaces, and mobile retail sales vehicles engaged in the business of selling retail merchandise upon or in public and private restricted spaces. This chapter does not apply to ice cream vendors, mobile food vehicles operating at the location of their commissary kitchen, or mobile retail vehicles operating on real property owned by the owner of the vehicle.
