(A) Business registration shall be effective for a period of one year commencing on May 1 of each year and shall terminate on April 30 of the following year.
(B) The Zoning Administrator shall notify all registered businesses of the time of expiration of the registration held by the business, at least three weeks prior to the date of expiration; provided, however, that, a failure to make such notification or a failure of the registered business to receive the notification shall not excuse the business from the obligation to obtain a new registration, or a renewal thereof, nor shall it be a defense in an action based upon operation without registration.
