(A) The annual fee for registration of non-residential uses of property shall be $35; provided, however, that, for schools, educational institutions, churches and governmental entities, the annual fee shall be waived.
(B) In the event any such use fails to submit a registration form and the required $35 fee prior to the termination date of said annual registration, as stated below, an additional late fee of $75 shall be assessed.
