§ 93.03 CLOSING STREETS; BLOCK PARTIES.
   (A)   Any person or group of persons may make application to the Chief of Police to close any street or part of a street for any day or part of a day for the purpose of conducting a block party. The applicant shall agree to the following:
      (1)   Provide adequate method of street closure;
      (2)   Allow one lane to remain clear and open for the passage of emergency vehicles; and
      (3)   Accept responsibility for any damage or liability that may occur.
   (B)   The Chief of Police shall approve the request if the Chief determines that the applicant will fulfill the requirements listed herein and the event will not affect public safety or unduly inconvenience the public. Upon approval, the Chief of Police shall notify the Mayor and the Board of Trustees of the scheduled block party.
