§ 31.05 COMMITTEES.
   (A)   The following standing committees of the Village Board are hereby established:
      (1)   Personnel;
      (2)   Finance;
      (3)   Judiciary;
      (4)   Community and Economic Development;
      (5)   Public Works;
      (6)   Public Safety;
      (7)   Cultural; and
      (8)   Swansea Report Committee.
   (B)   Each member of the Board of Trustees shall serve on each standing committee concurrently with their service on the Board.
   (C)   The Chairperson and Vice Chairperson of each committee shall also be appointed annually by the Mayor with the advice and consent of the Village Board at that same meeting. The Chairperson shall serve as the presiding officer of the committee, with the Vice Chairperson serving as the presiding officer in the absence of the Chairperson.
   (D)   The Mayor shall be ex-officio Chairperson of each and every standing committee. As ex-officio Chairperson, the Mayor shall not have a vote on any committee business to be considered, nor is the Mayor to be considered a necessary member for the purposes of quorum.
   (E)   So far as is practicable, reports of committees shall be in writing.
   (F)   As provided by law, any report of a committee of the Board shall be deferred for final action thereon to the next regular meeting of the same after the report is made, upon the request of any two Trustees present.
   (G)   The regular meetings of the committees shall be determined by committees annually. Recessed meetings may be held at such times as the appropriate committee may determine.
