For the purposes of this subchapter, the following words and phrases shall have the following meanings ascribed to them respectively.
BUSINESS DAY. Any day in which the offices of Swansea Government Center are open to the public for a minimum of seven hours.
LEVEL I ADMINISTRATIVE FEE. Means and shall be $150.
LEVEL 2 ADMINISTRATIVE FEE. Means and shall be $300.
MOTOR VEHICLE. Every vehicle which is self-propelled, except for vehicles moved solely by human power, motorized wheelchairs, low-speed electric bicycles, and low-speed gas bicycles. MOTOR VEHICLES include, but are not limited to, automobiles, trucks, vans, motorcycles and motor scooters.
OWNER OF RECORD. The record title holder(s) of the motor vehicle as registered with the Secretary of State, State of Illinois or the particular state where the motor vehicle is otherwise registered. If the motor vehicle is not registered in any state, the OWNER OF RECORD shall be the person who holds legal title of the motor vehicle. In the event the motor vehicle is the subject of an agreement for the conditional sale or lease thereof with the right of purchase upon performance of the conditions stated in the agreement and with an immediate right of possession vested in the conditional vendee or lessee, or in the event a mortgagor of such vehicle is entitled to possession, then such conditional vendee or lessee or mortgagor shall be deemed the OWNER OF RECORD for the purpose of this subchapter.
