A copy of §§ 52.085 through 52.096 properly certified by the Village Clerk shall be filed in the Office of the Recorder of Deeds of the county and shall be deemed notice to all owners of real estate of the charges of the sewerage system of said village on their properties. If rates are changed, notice of said changes shall be sent to each user with next regular billing is made.
