The Superintendent of Public Works shall exercise direct supervision over the affairs of the Department of Public Works and, therefore, over the village’s parks, streets and sewer system. The Superintendent shall ascertain the condition and needs thereof; shall, from time to time, report the same to the President and Village Board of Trustees so that a full understanding thereof shall be had and, generally, shall do all acts necessary to promote the efficiency of the Department.
